The evidence
Printed on paper for easy reading — what we searched and what we found.
We searched the official site (choraku.co.jp) — bath, FAQ, house-rules and terms pages — and found nothing about tattoos. We did find a private hot-spring bath, listed on the inn's official site: it may provide an alternative, but the inn has not stated a tattoo rule (our inference). Confirm before booking.

Private-bath route
Our translation Besides the "large mixed-gender open-air bath," there are a "women-only indoor bath," "open-air bath and indoor bath (alternating between men and women)," "private bath (reservation required)," and "in-room baths," and all of these baths draw natural hot-spring water.
Our note: Private bath by reservation, 45 min; room baths also onsen.
