The evidence
Printed on paper for easy reading — what we searched and what we found.
We searched the official site (katara.co.jp) — bath, FAQ, house-rules and terms pages — and found nothing about tattoos, but part of its FAQ sits in a chat widget we could not read. We did find a private hot-spring bath, listed on the inn's official site: it may provide an alternative, but the inn has not stated a tattoo rule (our inference). Confirm before booking.

Private-bath route
Hot-spring bath in your roomはい。客室露天風呂のお湯は温泉です。湯船にはあえてお湯を張っておりません。お好みの温度でお楽しみください。Our translation Yes. The water in the in-room open-air baths is hot-spring water. We deliberately do not fill the tub in advance, so please enjoy it at your preferred temperature.
